Yes, you see that correctly. Two releases for each supported Go version with in a couple hours. The first ones 1.13.2 and 1.12.11 fix a security issue and additionally the Go 1.13.2 fixes a dangerous stack corruption bug https://github.com/golang/go/issues/34802.
Go 1.13.3 and 1.12.12 are general bug fix releases closing 36 and 15 issues respectively. To note are fixes for the runtime in 1.13 regarding the memory scavenger. If you have experienced regressions in latency this hopefully fixes it.
